Municipal Teams, Your Role is Essential—Let’s Turn the Tide on Stray Animals Together

Under Law 4830/2021, municipalities are the frontline authorities for managing and preventing the stray animal population. We understand that this responsibility comes with real challenges—both operational and financial.

But there’s a powerful, sustainable way forward: preventing unwanted litters and promoting responsible pet ownership in your communities to reduce the “production of new strays”.

This means encouraging pet owners to:

  • Microchip and register their animals in the EMZS database.
  • Neuter their pets to prevent overpopulation. Where neutering isn’t possible, submit a DNA sample to support traceability and accountability.
  • Failing to neuter (or provide DNA) by January 1st 2026 exposes the pet owner to a 1000€ fine.

Managing the current stray population is crucial, but let’s not forget to “turn off the tap.” Think of it like an overflowing bathtub—mopping the floor helps, but the real fix starts with stopping the flow. Likewise, we must address the root causes by ensuring pet owners understand and meet their responsibilities.

As a municipality, your obligations under the law are clear. From appointing an official and submitting reports, to running awareness campaigns and maintaining shelters—your work directly impacts animal welfare and public health.

This is your opportunity to lead by example:

  • Educate your community about their role in responsible pet ownership.
  • Incentivize or provide access to microchipping, sterilization, or DNA services.
  • Develop and promote local programs that align with the national stray animal prevention goals.
